CBD is illegal in Macau. Law No. 17/2009 (as amended) and the Pharmaceutical Activities and Pharmaceutical Products Law (Law No. 4/99/M and successors) administered by the Health Bureau Pharmaceutical Affairs Department treat CBD as a controlled substance, mirroring mainland China's January 2022 ban on CBD in cosmetics enforced by the National Medical Products Administration.
Retail CBD oils, tinctures, vapes, gummies, and topicals are not registered for sale, and the Health Bureau Pharmaceutical Affairs Department conducts inspections in Senado Square retail and Cotai Strip pharmacies. Imports through Macau Post or DHL are routinely intercepted by Macau Customs. There is no compassionate-use pathway equivalent to Hong Kong's Department of Health Epidiolex import scheme; treatment-resistant epilepsy patients are referred to overseas specialist care in Hong Kong, Taiwan, or Singapore.
