CBD is illegal in Mali. Law No. 2018-019 treats cannabidiol products as derivatives of cannabis sativa and therefore as stupefiants, without a THC-threshold exemption. The Direction de la Pharmacie et du Medicament (DPM), within the Ministere de la Sante et du Developpement Social, has not issued a marketing authorisation for any CBD pharmaceutical, supplement, or cosmetic product.
Pharmacies in Bamako, Sikasso, and Mopti do not stock CBD oils, tinctures, capsules, or topicals. Travelers carrying CBD products through Modibo Keita International Airport risk seizure and prosecution under the 2018 narcotics law, regardless of the product's legality in the country of origin. There is no industrial hemp-derived CBD carve-out, and no pilot programme has been gazetted.
