Industrial hemp is illegal in Mali. Law No. 2018-019 does not distinguish between psychoactive cannabis and low-THC hemp, and the Ministere du Developpement Rural has not registered hemp as a permitted crop or established a licensing framework. The Office de Protection des Vegetaux (OPV) does not certify hemp seed.
Hemp seeds, fibre, hurd, biomass, and finished products are treated as stupefiants by the Direction Generale des Douanes. There is no pilot programme for hemp textile, food, or construction applications. Security conditions across the central and northern regions complicate any near-term agricultural reform. Importers should expect refusal at Bamako-Senou airport and at all land borders.
