Recreational marijuana is illegal in Mali. Law No. 2018-019 of 27 February 2018 on the suppression of illicit trafficking, use and production of drugs, psychotropic substances and precursors replaced earlier 1986 legislation and classifies cannabis as a stupefiant. Possession for personal use is punishable by one to three years' imprisonment and a fine of XOF 100,000 to XOF 500,000; trafficking penalties reach ten to twenty years.
The Office Central des Stupefiants (OCS) and the Brigade des Stupefiants of the National Police lead enforcement, particularly in Bamako and along trafficking corridors through Gao, Kidal, and the Sahel. Cannabis use is treated as a public health offence as well as a criminal one. Possession at Modibo Keita International Airport (BKO) leads to prosecution; tourists receive no exemption. Ongoing instability across northern and central regions has not relaxed enforcement in Bamako.

Import and export of recreational cannabis are prohibited. The Direction Generale des Douanes and OCS coordinate interdiction at Bamako-Senou airport and along land borders with Algeria, Mauritania, Senegal, Guinea, Cote d'Ivoire, Burkina Faso, and Niger. No medicinal or industrial regime is in force.
