Industrial hemp is legal in Malta when cultivated from EU-approved seed varieties listed in the EU Common Catalogue of Agricultural Plant Species with a THC content not exceeding 0.3 percent. The Ministry for Agriculture, Fisheries and Animal Rights administers cultivation authorizations, while customs and food authorities oversee processing and trade.
Hemp-derived fiber, seed food, and cosmetic inputs circulate freely within the EU single market under the Common Agricultural Policy framework. Hemp flower with THC above 0.3 percent or marketed for smoking falls under Chapter 628 and ARUC's purview. Farmers receive direct payments for compliant hemp acreage in line with EU regulations, and processors require standard food-safety registrations when finished goods enter human consumption.
Domestic cultivation remains modest given Malta's land constraints, but imports of hemp foods, textiles, and building materials are routine.
