Industrial hemp is illegal in Mauritius. The Dangerous Drugs Act 2000 does not exempt low-THC Cannabis sativa, and the Ministry of Agro-Industry and Food Security has not issued cultivation licenses under either the Plant Protection Act 2006 or the Seeds Act 2013.
Hemp seed, hemp protein, and hemp fibre products imported from South Africa, France, or the EU are treated by Customs as cannabis-derived and routinely held pending Pharmacy Board input. The Mauritius Standards Bureau has not published a hemp food standard. Industrial-hemp pilot proposals have surfaced periodically in the National Assembly but no enabling instrument has been adopted.
