Industrial hemp is illegal in Mongolia. The Ministry of Food, Agriculture and Light Industry has not licensed commercial hemp cultivation despite Mongolia's native Cannabis ruderalis populations growing wild across the steppes of Khentii, Bulgan, and Tov aimags.
Soviet-era research at the Mongolian Academy of Agricultural Sciences studied hemp fiber for textile applications, but post-1990 transition prioritized cashmere, wool, and meat exports under the Mongolia Sustainable Agriculture Policy. No cultivar has been approved for commercial fiber, seed, or grain production. Researchers harvesting wild ruderalis for academic purposes require Ministry of Health authorization that is rarely granted. Imported hemp seed, hemp protein, and hemp textiles are blocked at customs. China-Mongolia rail and road crossings at Zamiin-Uud apply the same restrictions.
