Industrial hemp is legal in Morocco under Law No. 13-21 of 2021, which created the Agence Nationale de Réglementation des Activités relatives au Cannabis (ANRAC) to license cultivation, processing, manufacture, and export of cannabis for medical, cosmetic, and industrial purposes. Cultivation is restricted to three designated provinces — Al Hoceima, Chefchaouen, and Taounate — and limited to approved low-THC varieties through registered farmer cooperatives.
ANRAC issued its first cultivation licences in 2023, and by 2025 approximately 3,000 farmers had been authorised under cooperatives across the Rif. Hemp fibre, seed, and biomass for CBD extraction must be processed by ANRAC-licensed industrial operators, with strict traceability requirements. Law 13-21 also legalised import of seed from EU-listed varieties to ensure compliance with the 1.0% THC ceiling for industrial varieties.
