Recreational cannabis is illegal in Morocco and prohibited under Dahir of 21 May 1974 on the suppression of drug-related offenses. Possession, use, and supply can carry penalties from three months to five years' imprisonment and fines of 200 to 500,000 dirhams, with trafficking attracting up to twenty years. Morocco is one of the world's largest historical producers of cannabis resin, and the Rif region remains the centre of unregulated cultivation despite formal prohibition.
The Ministry of Interior and the Direction Générale de la Sûreté Nationale handle enforcement, with the Ministry of Justice prosecuting offenses. The 2021 Law No. 13-21 legalised cannabis for medical, cosmetic, and industrial purposes under a licensed regime, but recreational use remains expressly prohibited and the historical kif culture of the Rif continues to operate outside the regulated framework.
