CBD is illegal in Namibia. The 1971 Act does not exempt cannabidiol, and the Namibia Medicines Regulatory Council (NMRC) has not authorised consumer or pharmaceutical CBD products. No low-THC threshold exemption exists.
Pharmacies in Windhoek and Swakopmund do not stock CBD products. NamRA customs seize personal-use CBD imports. Travelers crossing from South Africa, where CBD is sold openly under SAHPRA's 2019 exemption, should not assume Namibian regulators have adopted equivalent tolerance — they have not.
