Industrial hemp is not authorised in Namibia. The Ministry of Agriculture, Water and Land Reform has no licensing framework for Cannabis sativa L., and Act 41 of 1971 captures all cannabis biomass regardless of THC content.
Hemp policy discussion has surfaced in the National Assembly, partly in response to regional licensing in Lesotho, Eswatini, Zimbabwe, and Zambia. As of 2026 no enabling regulations exist. The Namibia Agronomic Board regulates field crops; no equivalent body has been designated for hemp.
