Industrial hemp is illegal in Nauru. The Illicit Drugs Control Act 2004 controls Cannabis sativa L. without a low-THC carve-out, and no industrial hemp licensing scheme exists.
Nauru's small land area, much of which was degraded by phosphate mining, offers limited arable terrain, and policymakers have not pursued hemp cultivation. Hemp seeds, fiber, and hemp-derived foods cannot be lawfully imported. The Department of Commerce, Industry and Environment has no licensing framework for cannabis-family crops. Nauru Customs treats hemp materials identically to cannabis under the Illicit Drugs Control Act.
