Industrial hemp is illegal in Niger. Ordinance No. 99-42 does not distinguish between psychoactive cannabis and low-THC hemp, and the Ministere de l'Agriculture has not registered hemp as a permitted crop. No licensing framework, cultivar register, or pilot programme exists.
Hemp seeds, fibre, hurd, biomass, and finished products are treated as stupefiants by the Direction Generale des Douanes. The arid agroecology of much of the country and ongoing security operations across Tillaberi, Tahoua, and Diffa regions make any near-term hemp policy reform unlikely. Importers should expect refusal at Diori Hamani International Airport and at all land borders.
