CBD is legal in North Macedonia under the 2016 amendments to the Law on Control of Narcotic Drugs. The Agency for Medicines and Medical Devices (MALMED) registers CBD-containing pharmaceutical products, and a defined medical framework allows licensed pharmacies to dispense CBD oils with a doctor's prescription. North Macedonia was among the first Western Balkan states to formalize medical cannabis access, and CBD pharmaceutical pathways followed.
Consumer CBD products labeled as containing 0.2 percent or less THC have been treated as permissible under the medicinal-cannabis framework, with retail sales through pharmacies the primary legal channel. Cosmetic CBD products notified through national procedures circulate in Skopje, Bitola, and Ohrid. Pharmaceutical CBD such as Epidiolex can be imported by licensed wholesalers through MALMED approval. The country's GMP-compliant medical cannabis producers also produce isolate and full-spectrum CBD for export.
