Industrial hemp cultivation is permitted in Norway under a controlled licensing regime, distinguishing it sharply from the broader cannabis prohibition. Growers must use certified seed varieties listed in the EU's Common Catalogue of Varieties of Agricultural Plant Species, which Norway recognizes through the EEA Agreement, with a maximum THC content of 0.3% in the dry flowering tops. The Norwegian Food Safety Authority (Mattilsynet) administers seed certification and field inspection under the Seed Regulation (FOR-2020-06-19-1342). Cultivation also requires notification to DMP and coordination with local police.
Hemp seed, hemp seed oil, hulled hemp seed, and defatted hemp seed protein are authorized foods under the EU novel food carve-out that Norway applies via Matloven. These foods must contain no detectable THC for practical purposes. Hemp flower and hemp leaf are not authorized foods and cannot be sold as tea, smokables, or edibles — this is a frequent enforcement target for Mattilsynet at retail. Hemp fiber, hurd, seed-based cosmetics, and finished textiles move freely under EEA rules. Flower-derived biomass, extracts, and any material containing THC remain narcotic.

Hemp foods — seeds, oil, protein, hulled hearts — move under standard EEA food import rules with sanitary documentation and zero detectable THC. Hemp fiber, hurd, textiles, paper, and finished cosmetics containing approved hemp parts enter freely. Hemp flower, leaf biomass, full-spectrum extracts, and any material with measurable THC are treated as cannabis under the Narkotikalisten.
