CBD is illegal in Oman. Royal Decree 17/1999 lists cannabis and its derivatives in Schedule I, and the Ministry of Health Drugs Department has not registered any cannabidiol product under the Pharmacy and Drugs Law (Royal Decree 35/2015).
Imports of CBD oils, gummies, balms, and cosmetics via Aramex or Oman Post are routinely intercepted by the Directorate General of Customs at the Muscat International Airport courier hub. The Directorate General of Pharmaceutical Affairs and Drug Control (DGPADC) has not added Epidyolex or Sativex to the National Formulary; no compassionate-use pathway has been opened. Travelers carrying CBD have been prosecuted under Article 43 even when the product is sold openly in their country of departure; Omani prosecutors apply strict-liability treatment to any preparation containing THC.
