Recreational marijuana is illegal in Oman. Cannabis is controlled under the Law on Combating Narcotic Drugs and Psychotropic Substances, promulgated by Royal Decree No. 17/1999, as amended by Royal Decree No. 32/2018.
Article 43 punishes possession for personal use with imprisonment from 6 months to 3 years and a fine from 500 to 3,000 Omani rials. Cultivation, manufacture, import, and trafficking under Articles 39, 40, and 42 carry imprisonment from 5 to 25 years and fines from 10,000 to 50,000 rials; Article 42 bis, added in 2018, allows the death penalty for repeat trafficking of cannabis in significant quantities or when aggravated by use of weapons or minors. The Directorate General for Combating Drugs and Psychotropic Substances (DGCDPS) of the Royal Oman Police is the lead enforcement agency, with prosecution before the Specialised Criminal Court.

Import and export of cannabis are prohibited. The Royal Oman Police and the Directorate General of Customs jointly screen Muscat International Airport, Salalah Airport, and the ports of Sohar, Salalah, and Sultan Qaboos. The DGCDPS uses canine units and X-ray screening at all entry points.
