CBD in Pakistan is permitted only through the licensed medical and pharmaceutical framework. The Drug Regulatory Authority of Pakistan (DRAP), under the Ministry of National Health Services, Regulations and Coordination, regulates registration of medicines and has supported the 2020 Cabinet decision to enable medical cannabis and industrial hemp programs. CBD products marketed with therapeutic claims must be registered under the DRAP Act 2012; absent registration, sale of CBD as medicine is an offence.
Importing CBD oils, capsules, or vapes for personal use does not have a published exemption. Travelers should treat CBD as a controlled substance unless it is a DRAP-registered pharmaceutical accompanied by prescription. Pakistan Customs has detained shipments labeled as CBD wellness products. Cosmetics containing CBD face scrutiny under the cosmetic registration regime. Patients with refractory epilepsy seeking pharmaceutical-grade CBD typically rely on imports through licensed pharmacies with case-by-case authorization. Online retail of CBD without DRAP registration is prohibited.
