CBD is legal in Paraguay for medical and pharmaceutical use under the framework established by Ley 6007/17 and its implementing decrees. DINAVISA (Direccion Nacional de Vigilancia Sanitaria) registers cannabidiol products as controlled medicines requiring prescription. The first domestic CBD medicines were approved in 2019 following the publication of Decreto 9303/18 regulating cannabis-based pharmaceuticals.
Cosmetic and food-grade CBD products are not separately authorized; products imported through Aduanas are screened for medicinal registration. Pharmacies dispense CBD oils for indications including refractory epilepsy, multiple sclerosis spasticity, and chemotherapy-induced nausea. The MSPBS maintains a patient registry. Prices for prescription CBD remain high relative to median wages, and informal imports of US-sourced isolates persist despite the formal channel.
