CBD is illegal in Qatar. The Ministry of Public Health (MOPH) treats all cannabis derivatives — including CBD oils, isolates, and topicals — as controlled substances under Law No. 9 of 1987, with no exemption for hemp-derived products regardless of THC concentration.
Travelers arriving with CBD products at Hamad International Airport, even those legally purchased in the EU or US, risk seizure, deportation, and criminal prosecution. Qatar Customs Authority has publicly warned visitors that no THC threshold creates legality, and the Qatar Anti-Doping Committee has flagged athletes for CBD use during international events held in Doha. No medical prescription pathway exists; even foreign prescriptions for Epidiolex (FDA-approved cannabidiol) are not honored without prior MOPH authorization, which has not been documented as granted.
