Hemp is illegal in the Republic of the Congo. No licensing framework exists. Loi 67-2011 treats all Cannabis sativa as a controlled substance.

Industrial hemp is not authorised in the Republic of the Congo. The Ministere de l'Agriculture, de l'Elevage et de la Peche has no licensing framework for Cannabis sativa L., and Loi 67-2011 captures all cannabis biomass regardless of THC content.

No public licensing initiative has been announced. Congo-Brazzaville's agricultural focus rests on cassava, plantain, palm oil, and timber. Hemp reform has not entered legislative debate in the Assemblee Nationale or the Senat.
