CBD is legal in Romania when sourced from EU-approved industrial hemp and containing 0.2 percent THC or less. The National Agency for Medicines and Medical Devices (ANMDMR) treats most consumer CBD products as supplements or cosmetics rather than medicines, and they fall under the National Sanitary Veterinary and Food Safety Authority (ANSVSA) plus the Ministry of Agriculture for ingredient sourcing.
Retailers operate openly in Bucharest, Cluj, and Timisoara, but the regulatory picture is uneven. Novel Food authorization under EU Regulation (EU) 2015/2283 remains unsettled, and several products predate the European Food Safety Authority's interim list. Pharmaceutical CBD such as Epidyolex is registered with ANMDMR for treatment-resistant epilepsy. Vape liquids containing CBD must comply with TPD tobacco rules, and any extract exceeding 0.2 percent THC is treated as a high-risk drug.
