Industrial hemp is illegal in Samoa. The Narcotics Act 1967 controls the entire Cannabis sativa L. plant without a low-THC carve-out, and no commercial hemp licensing scheme exists under the Ministry of Agriculture and Fisheries.
Hemp seeds, fiber, hempcrete, and hemp-derived foods cannot be lawfully imported or cultivated. Samoa Customs and Quarantine apply the cannabis schedule to all Cannabis sativa material. Penalties under the Narcotics Act include fines and imprisonment, with cultivation prosecuted identically to high-THC cannabis. Pacific Community (SPC) regional agricultural diversification studies have not yet been adopted into Samoan hemp policy.
