Recreational marijuana is illegal in the Independent State of Samoa. Cannabis is a Class C narcotic under the Narcotics Act 1967 and is also controlled under the Misuse of Drugs Act, administered by the Samoa Police Service Narcotics Unit and the Ministry of Customs and Revenue.
Possession, use, cultivation, supply, and trafficking are criminal offenses. Penalties under the Narcotics Act include fines and imprisonment up to 14 years for trafficking, plus mandatory seizure of cultivation sites.
