CBD is illegal in Senegal. Law No. 97-18 (Code des Drogues) treats cannabidiol derivatives from cannabis sativa as stupefiants without a THC threshold that exempts CBD. The Direction de la Pharmacie et du Medicament has not issued an Autorisation de Mise sur le Marche (AMM) for any CBD product, whether prescription, OTC, nutraceutical, or cosmetic.
Pharmacies in Dakar, Saint-Louis, and Thies do not stock CBD oils, tinctures, or topicals. Online importation through La Poste or DHL is intercepted by Customs. Travelers carrying CBD products through Blaise Diagne International Airport risk seizure and prosecution under the 1997 Code, even if the product is lawful in the country of origin. There is no industrial hemp-derived CBD exemption.
