Industrial hemp is illegal in Senegal. Law No. 97-18 (Code des Drogues) makes no distinction between psychoactive cannabis and low-THC hemp. The Ministere de l'Agriculture, de l'Equipement Rural et de la Souverainete Alimentaire has not established a cultivar register, licensing regime, or permitted THC threshold for industrial use.
Hemp seeds, fibre, hurd, and finished hemp goods are treated as narcotics by the Direction Generale des Douanes Senegalaises. There is no pilot programme for hemp textile, food, or construction applications. Reform proposals have circulated in the National Assembly's commission on health and social affairs, but no draft hemp law has been gazetted as of 2026. Cultivation in Casamance for export is not authorised.
