Cannabis & Hemp Overview

Recreational cannabis is illegal in Singapore and treated as a Class A controlled drug under the Misuse of Drugs Act 1973 (MDA). Consumption alone carries up to ten years' imprisonment and a fine of up to 20,000 SGD. Trafficking thresholds are unusually strict: possession of more than 500 grams of cannabis triggers a presumption of trafficking, and trafficking more than 500 grams carries a mandatory death penalty under Schedule 2 of the MDA.

The Central Narcotics Bureau (CNB) is the lead enforcement agency, with extraterritorial jurisdiction over Singapore citizens and permanent residents who consume cannabis abroad. Returning travellers can be required to submit to urine tests at Changi Airport, and positive results have produced custodial sentences for use in countries where cannabis is legal. The CNB publishes regular advisories reaffirming that Singapore does not recognise foreign legal frameworks as a defence.
