Industrial hemp is legal in Slovenia when cultivated from EU-certified seed varieties listed in the Common Catalogue of Varieties of Agricultural Plant Species with THC content at or below 0.3%. The Ministry of Agriculture, Forestry and Food, through the Administration for Food Safety, Veterinary Sector and Plant Protection (UVHVVR), licenses growers and conducts field testing.
Farmers register plots before sowing and submit GPS coordinates and seed certificates. Eligible varieties qualify for EU Common Agricultural Policy direct payments under Regulation (EU) 2021/2115. Slovenia produced roughly 600 hectares of hemp in 2024, primarily for seed, oil, and fiber. Flower and biomass harvesting for cannabinoid extraction sits in a regulatory gray zone and triggers JAZMP oversight when products carry medicinal claims.
Exceeding the 0.3% THC threshold renders the entire crop a controlled substance under the ZPPPD, and authorities may order destruction at the grower's expense.
