CBD in South Korea is restricted and treated as a narcotic substance unless it meets a narrow medical exception. The 2018 amendment to the Narcotics Act allowed import of specific cannabis-derived medicines, including Epidyolex (cannabidiol), through the Korea Orphan and Essential Drug Center for patients with prescribed indications such as Dravet and Lennox-Gastaut syndromes. Consumer CBD products, including oils, gummies, and cosmetics, are not authorised for general sale.
The MFDS classifies CBD as a controlled substance, and online or personal imports of CBD wellness products are routinely seized at customs. Travelers carrying CBD oil without an MFDS import permit face criminal investigation. The Korea Customs Service publishes annual notices reminding consumers that overseas-purchased CBD products cannot lawfully enter the country.
