CBD is illegal in Sudan. The Narcotic Drugs and Psychotropic Substances and Precursors Control Act 1994 does not exempt cannabidiol from cannabis control, and the National Medicines and Poisons Board has not registered any cannabinoid medicine.
No low-THC threshold or pharmaceutical exemption applies. CBD oils, capsules, and topicals imported through pre-conflict Khartoum International were subject to seizure as cannabis derivatives. Given the active armed conflict and the collapse of normal pharmaceutical supply chains, current enforcement is unpredictable; the National Medical Supplies Fund cannot reliably distribute even essential medicines, let alone novel cannabinoid products. Travelers and businesses should consult qualified Sudanese counsel before any in-country activity.
