Industrial hemp is illegal in Suriname. The 1998 Narcotic Drugs Act controls all Cannabis sativa L. material without a low-THC carve-out, and no commercial hemp licensing framework exists under the Ministry of Agriculture, Animal Husbandry and Fisheries (LVV).
Hemp seeds, fiber, hempcrete, and hemp foods cannot be lawfully imported or cultivated. Customs applies the cannabis schedule to all hemp materials. Penalties under the 1998 Act include imprisonment and fines, with cultivation prosecuted identically to high-THC cannabis. Surinamese agricultural policy has not yet adopted hemp diversification programs comparable to those in CARICOM neighbors.
