CBD in Taiwan is restricted and treated as a pharmaceutical-only ingredient under the Pharmaceutical Affairs Act (藥事法). The Taiwan Food and Drug Administration (TFDA) has consistently held that cannabidiol products — regardless of THC content — must be registered as medicines and dispensed by prescription. Consumer CBD oils, gummies, cosmetics, and supplements imported from the United States or Europe are not lawful for retail sale and have been seized at customs.
The TFDA approved Epidiolex (cannabidiol) for refractory epilepsy in 2020 via the special medical purpose pathway, and individual patients may apply for compassionate-use import under prescription. Recreational and wellness CBD products remain prohibited. The TFDA has issued repeated advisories targeting online CBD sales and cross-border e-commerce, with fines under the Pharmaceutical Affairs Act reaching NT$5 million.
