Hemp in Taiwan is restricted under the Statute for Narcotics Hazard Prevention, with no general industrial hemp licensing programme. Cannabis sativa is treated as a Category 2 controlled drug regardless of THC content, and there is no statutory hemp threshold separating industrial varieties from controlled cannabis. Hemp fibre and finished textile products may be imported through standard customs channels when free of viable seeds and cannabinoids.
The Council of Agriculture and the TFDA have not authorised commercial hemp cultivation, and pilot studies remain limited to research institutions under controlled conditions. Hemp seed products — hulled hemp seed, hemp protein, and hemp seed oil — are permitted as food ingredients when imported in finished form and free of THC, under TFDA food safety guidance issued in 2020. Whole or unhulled hemp seeds remain prohibited as potentially viable.
