Industrial hemp is legal in Trinidad and Tobago under the Cannabis Control Act 2019. The Cannabis Licensing Authority (TTCLA) issues hemp cultivation, processing, and research licenses, and the Act defines hemp as Cannabis sativa L. with low THC content within thresholds set by regulation.
Licensed hemp cultivation supports fiber, seed, and CBD extraction supply chains. The TTCLA has issued cultivation licenses to local farmers and Caribbean joint ventures. Hemp-derived foods, textiles, and building materials may be imported with appropriate permits from the Ministry of Health (for foods) and TTCLA (for cannabis-derived raw materials). Unlicensed hemp cultivation is treated as cannabis cultivation under the Dangerous Drugs Act for quantities exceeding the personal 4-plant allowance.
