Recreational marijuana is decriminalized in Trinidad and Tobago. The Cannabis Control Act 2019, enacted on 23 December 2019, removed criminal penalties for adult possession of up to 30 grams of cannabis and cultivation of up to four plants per household for personal use.
The Act established the Trinidad and Tobago Cannabis Licensing Authority (TTCLA) under the Ministry of Agriculture, Land and Fisheries to regulate licensed cultivation, processing, research, and retail. Public smoking remains prohibited and attracts a fixed fine of TT$50 to TT$2,000. Quantities above 30 grams remain criminal under the Dangerous Drugs Act, Chapter 11:25, and trafficking is prosecuted aggressively. Adult-use commercial retail is not yet operational; the TTCLA has issued cultivation and research licenses, but retail framework rollout has been phased.

Recreational cannabis import and export remain prohibited. Only TTCLA-licensed entities may handle cannabis biomass and products, and even licensed import/export requires an Import/Export Permit. Customs and Excise Division screens all parcels at Piarco International Airport and Port of Spain seaport. Personal importation by travelers, even from US states, is prosecuted under the Dangerous Drugs Act.
