Recreational marijuana is illegal in Turkmenistan. Cannabis is controlled under the Criminal Code of Turkmenistan (Articles 292 to 298 on narcotics offenses) and Law No. 99-IV of 2008 on Narcotic Drugs, Psychotropic Substances, Their Precursors and Counteracting Their Illicit Trafficking.
Article 292 punishes illegal use with up to 5 years' imprisonment, with voluntary surrender of small personal-use quantities permitting waiver where no harm occurred. Article 293 (illegal manufacture, acquisition, storage, transport for distribution) carries 3 to 10 years' imprisonment, escalating to 12 to 20 years and property confiscation for large quantities, organized groups, or official abuse. The death penalty for trafficking, applied until 1999, was abolished but penalties remain among the most severe in Central Asia. The State Service for Combating Drug-related Crimes and the State Customs Service enforce.

Import and export of cannabis are prohibited. The State Customs Service screens travelers at Ashgabat International Airport and at the land borders with Afghanistan, Iran, Uzbekistan, and Kazakhstan. Smuggling under Article 254 of the Criminal Code carries up to 20 years and confiscation.
