CBD is legal in Uruguay as a medicinal product and, within tight limits, as a wellness ingredient. Law 19.172 and Decree 46/015 set the regulatory base, while Ministry of Public Health (MSP) Resolution 1474/019 created a registration route for cannabidiol medicines distributed through licensed pharmacies. Epifractan, a domestically produced 2 percent and 5 percent CBD oil, has been available without prescription since 2019 for products containing less than 1 percent THC.
Higher-strength CBD oils, including those used for pediatric epilepsy under Charlotte's Web style formulations, require a specialist prescription and dispensing through registered pharmacies such as Pharma Cannabis Uruguay outlets. Cosmetics containing CBD must obtain MSP sanitary registration, and any product exceeding the 1 percent THC ceiling is treated as cannabis and routed through IRCCA. Online sale of unregistered international brands is not authorized, although enforcement against personal-use imports is light when quantities are small.
