Industrial hemp is effectively illegal in Vatican City State for cultivation purposes. The Vatican's 44-hectare territory contains no agricultural land permitted for commercial cannabis-family cultivation, and Italian agricultural law applied through the concordat framework would govern any such activity.
Italy's Law No. 242/2016 permits cultivation of certified low-THC industrial hemp varieties on Italian territory, but this framework does not extend to Vatican gardens or grounds. Hemp-derived foods and products sold in Italy at retail flow into Vatican commerce through Italian channels, subject to Italian Health Ministry rules. Vatican-controlled territory does not host hemp cultivation, processing, or licensed retail of hemp flower products. Imported hemp materials would clear Italian customs under EU and Italian law.
