CBD is illegal for retail in Zambia. The Narcotic Drugs Act does not exempt cannabidiol, and the Zambia Medicines Regulatory Authority (ZAMRA) has not registered consumer or pharmaceutical CBD products. No low-THC threshold exemption exists.
Pharmacies in Lusaka and on the Copperbelt do not stock CBD oils. ZAMRA and DEC treat personal-use CBD imports as narcotic offences. The 2019 medical-cannabis cabinet decision focused on export-grade cultivation and did not establish a domestic retail pathway for cannabinoid wellness products.
