CBD occupies a restricted, license-dependent position in Zimbabwe. The Medicines Control Authority of Zimbabwe (MCAZ) regulates cannabinoid products under the Medicines and Allied Substances Control Act [Chapter 15:03]. Pharmaceutical-grade CBD requires MCAZ registration; consumer CBD products are not generally available through licensed retail.
SI 62 of 2018 contemplates medicinal and scientific cannabis production, and the Hemp Industry of Zimbabwe and licensed producers around Mazowe and Harare can produce CBD-rich material for export. Domestic retail of CBD wellness products remains in a grey zone — without explicit MCAZ approval, sale is not authorised. Travelers should not assume CBD products are lawful for personal use without verification.
