The Cannabis Act, No. 28 of 2018 decriminalised possession of up to 15 grams and permits cultivation of up to four plants per household, which in practice allows adults to acquire and share seeds for personal growing within those limits. Commercial dealing in cannabis, including propagation material, requires a licence from the Medicinal Cannabis Authority under the Act and the Cannabis Regulations 2019, with sacramental licences available to Rastafari bodies. A dedicated low-THC hemp seed certification regime has not been separately established, leaving agricultural hemp status unclear.
