Law No. 35 of 2009 on Narcotics places all parts of the cannabis plant — expressly including seeds, fruit and straw — in Group I, prohibited outside narrowly authorized scientific research. Possession or cultivation carries four to twelve years' imprisonment and fines up to Rp 8 billion under Article 111, with more than one kilogram or five plants exposing offenders to life imprisonment, and large-scale production or distribution to the death penalty under Article 113. No industrial hemp exemption exists, so viable low-THC seed is treated exactly like marijuana seed.
