The Dangerous Drugs (Amendment) Act 2015 decriminalized possession of up to two ounces of ganja and made cultivation of up to five plants per household lawful, which in practice lets adults acquire, keep and share seeds for home growing. Commercial dealing in ganja and hemp for medical, therapeutic or scientific purposes, including nursery and seed supply, requires a licence from the Cannabis Licensing Authority (CLA) created by the 2015 amendment. Hemp, defined as a ganja plant with under 1% THC, is cultivated, sold, imported and exported under the same CLA licensing regime.
