Possession of 2 ounces (56.7 grams) or less is a non-arrestable petty offence carrying a JMD $500 ticket payable within 30 days, with no criminal record. Possession above 2 oz remains a criminal offence prosecuted in Resident Magistrate's Court. Adults may cultivate up to 5 plants per household for personal use without a licence. The Cannabis Licensing Authority (CLA), established 2015, regulates the medical, therapeutic, and scientific cannabis industry across cultivation, processing, retail (herb houses), transport, and research licence categories. As of 2025-2026, the CLA has issued over 90 licences and 100+ conditional approvals. Registered Rastafari may use cannabis sacramentally at locations declared as places of Rastafarian worship.

The Therapeutic Cannabis Permit for Visitors programme allows tourists 18+ to legally purchase up to 2 oz of medical cannabis from CLA-licensed herb houses by obtaining a permit (US $50 application). No bill for full adult-use legalization has advanced as of May 2026.

Import Export Rules for the Country

Import and export of cannabis is permitted only under CLA licence and subject to International Narcotics Control Board (INCB) quotas. Jamaica filed its first medical cannabis export to Canada in 2018 and has since shipped to Germany, the UK, and Australia under research and medical-use frameworks. All cross-border movement requires CLA import/export authorisation. Personal import or export by travellers - including CBD products, edibles, and seeds - remains illegal and subject to seizure and prosecution under the Dangerous Drugs Act. The Therapeutic Cannabis Permit authorises purchase and on-island consumption only; carrying cannabis through Norman Manley or Sangster International airports is a criminal offence.
