Automate Compliance TodayThe National Drugs Control Act, 2008 (Act No. 10 of 2008) defines 'cannabis' (locally 'diamba') as any part of the cannabis plant including the seeds and leaves from which resin has not been extracted, so viable seeds are directly controlled. Possession or control of a drug carries up to five years' imprisonment, while cultivation, selling or supplying — covering both paid and gratuitous transfer of seeds — can attract penalties up to life imprisonment. The Act contains no low-THC exemption, grower licensing or certified-variety scheme, so agricultural hemp seed falls under the same prohibition. As of a November 2025 statement by Sierra Leone's UN ambassador, no medical-cannabis or reform legislation has been enacted.
