Chad's Penal Code (Law No. 2017-01 of 8 May 2017) punishes anyone who without authorization cultivates, produces, offers, sells, distributes, transports, purchases or possesses drugs listed in its tables, with 5-10 years' imprisonment and heavy fines depending on the table. Law No. 024/PR/2000 on pharmacy adopts the narcotics schedules of the international conventions Chad has ratified, and since the 1961 Single Convention excludes cannabis seeds, no Chadian text expressly scheduling viable seeds could be verified — though seed transactions feeding prohibited cultivation would expose parties to prosecution. The oft-cited 'Law No. 15/PR/2000' on narcotics could not be confirmed to exist and is not relied on here. Chad has no hemp cultivation licensing, THC threshold or certified-variety rules, leaving agricultural hemp seed unregulated in any affirmative sense.
