Automate Compliance TodayUnder the Drug Control Act 2003 (Cap. 13:05), cannabis is a prohibited drug: s.33(1) bans manufacture, import, export, supply, transfer, acquisition and possession, with fines from D1,000,000 plus at least 10 years' imprisonment for the top-tier offence, s.35 bans unlicensed possession, and s.36(1) specifically prohibits cultivating any plant from which a prohibited drug can be obtained, which captures growing from seed. The Drug Control (Amendment) Act 2014 softened penalties only for first-time cannabis possession and created the DLEAG, which actively raids cannabis cultivation sites. The combined supply, possession and cultivation prohibitions leave no lawful channel for viable seeds, whether sold, bought or gifted, and there is no hemp carve-out, THC threshold or grower licensing.
