Constitutional Court judgments culminating on 30 July 2018 abolished punishment for marijuana consumption and small-scale possession, but Criminal Code Article 265 still criminalizes illegal sowing, growing or cultivating of cannabis plants with penalties up to 11 years depending on scale. Cannabis seeds are not themselves listed as a controlled substance, and no researched source identified a statute regulating their sale or transfer, leaving seed commerce in a legal gray zone while germinating them is a crime. Georgia has no industrial hemp licensing framework, and 2025 Georgian Dream legislation re-tightened penalties for use, possession and sharing of marijuana.
