CBD occupies a gray zone in Georgia. There is no dedicated cannabidiol statute. CBD products are not formally banned, but they are not registered pharmaceuticals under the Law of Georgia on Medicines and Pharmaceutical Activity. The Ministry of Internally Displaced Persons, Labour, Health and Social Affairs and the LEPL Regulation Agency for Medical and Pharmaceutical Activities oversee medicinal claims, while the Revenue Service handles import declarations.
Cosmetics, supplements, and oils with low or zero THC circulate in some Tbilisi specialty shops and online marketplaces, but customs officers retain discretion to detain shipments that lack a clear THC analysis certificate. Products marketed with therapeutic claims can be reclassified as unregistered medicines, triggering administrative seizure. There is no licensed domestic CBD producer and no insurance coverage. Sellers operate without uniform labeling requirements, so consumers cannot rely on declared CBD or THC content.
