The Narcotic Drugs (Prohibition and Control) Act 1987 prohibits cannabis in the Marshall Islands, expressly covering any part of the plant including seeds and resin. First-offence possession of one ounce or less carries a $1,000–$5,000 fine and up to one year's imprisonment, with heavier penalties for larger quantities. Neither the 1987 Act nor the Title 41 Controlled Substances provisions create a hemp exemption, so viable low-THC seed is likewise prohibited.
