First-offence possession of one ounce or less carries a $1,000–$5,000 fine and up to one year's imprisonment, with heavier penalties for larger quantities. Neither the 1987 Act nor the Title 41 Controlled Substances provisions create a hemp exemption, so viable low-THC seed is likewise prohibited.
